A residence permit in the Russian Federation confirms the legality of a foreign citizen's stay on the territory of the country and provides him with the right to free entry and exit. The document is issued to foreigners who have been in Russia for at least a year on the basis of a temporary residence permit. A residence permit in Russia is issued by specialists from the Federal Migration Service (FMS). A request for the issue of a document is submitted no later than six months before the expiration of the temporary residence permit.

The application must be submitted in person to the FMS branch at the place of residence. You must have 4 photographs with you measuring 3, 5 x 4, 5 cm; passport or other identity and citizenship document; a document confirming the availability of the required amount of funds, or a certificate that indicates the inability of a foreigner. Specialists of the Federal Migration Service will also require a temporary residence permit, drawn up in accordance with the established procedure and a document confirming the availability of housing. When applying for a residence permit in Russia, a foreign citizen must provide medical certificates: about the absence of HIV infection and that the applicant does not suffer from drug addiction and infectious diseases that pose a danger to others.

To obtain a residence permit for a child under 18 years of age, the Federal Migration Service must submit his birth certificate and, if available, a passport. If the minor is over 14 years old, he must sign a consent to live in the Russian Federation. The child's signature is notarized. Documents issued on the territory of foreign states and required for obtaining a residence permit in Russia must be translated and legalized at the consulates of the Russian Federation abroad. The state duty for issuing a residence permit is 2,000 rubles.

According to the law, the maximum period for consideration of an application should not exceed six months from the date of receipt of the application. In case of a positive decision, a foreign citizen is issued a residence permit for the period of validity of an identity document, but for no more than five years. After this period, the residence permit can be extended for another five years. If there are no violations, the document can be renewed an unlimited number of times.

The presence of a residence permit obliges a foreigner to annually submit a notification to the Federal Migration Service that he lives in the Russian Federation. This can be done, including through the Internet. For failure to comply with this requirement, FMS employees have the right to impose an administrative penalty on the offender.
