In February of this year, shocking news from Kazan spread throughout the country. The police officers who served in the Dalny department brutally tortured the detainee, seeking his confession to the theft. As a result, he received serious injuries and soon died. Of course, a full-scale check was carried out, after which several direct participants in the torture were arrested, they are now awaiting trial in the pre-trial detention center. Alas, this is far from an isolated case of gross violation of the rights of detainees.

Information about the atrocities of law enforcement officers comes from many regions of Russia. In those cases when it becomes known about the violation of the rights of suspects, a criminal case is initiated under Article 286 of the Criminal Code of the Russian Federation "Excessive powers". This article is divided into three parts. In the first (the mildest) case, the guilty person faces a penalty in the form of a fine of up to eighty thousand rubles. Also, the perpetrator may be deprived of the right to hold certain positions or engage in certain activities for up to five years. In addition, a sentence of imprisonment for up to four years can be imposed.

The second part of this article provides for more severe penalties: a fine from one hundred thousand to three hundred thousand rubles. The perpetrator may also be sentenced to imprisonment for up to seven years, with or without subsequent deprivation of the right to hold certain positions or engage in certain activities for up to three years.

In some cases, police officers and employees of the Investigative Committee, convicted of violating the rights of suspects, are charged with the most serious - the third part of this article "Abuse of official powers, associated with the use of violence." It provides for even stricter penalties: imprisonment for up to 10 years, followed by deprivation of the right to hold certain positions for up to 3 years.

If, as a result of such illegal actions, the suspect became disabled or died, then the guilty person faces liability under Article 111 of the Criminal Code of the Russian Federation ("Intentional infliction of grievous bodily harm"), up to bringing under the strictest 4th part of this article (Intentional infliction of grievous harm health, resulting in the death of the victim by negligence "). The perpetrator can be sentenced to imprisonment for up to 15 years.

In the most severe cases, the investigation and the court qualify the criminal actions of law enforcement officers under Article 105 of the Criminal Code of the Russian Federation (“Murder”). This article provides for punishment up to life imprisonment.
