Near the village of Skolkovo, not far from Moscow, they are going to build an ultra-modern scientific center. This complex will be analogous to the famous American "Silicon Valley". The urban planning concept for the innovative complex was developed by the French company AREP.

An innovative complex will be built in Skolkovo, which will include five so-called clusters, that is, communities of companies working in the fields of IT, energy-saving, nuclear, biomedical, space technologies and telecommunications. For example, the IT-technologies cluster currently includes over 100 companies, the Nuclear Technologies cluster - about 90.

Also, the Skolkovo Institute of Science and Technology has already begun its activities, on the basis of which 15 research centers, the Skolkovo Open University and the Skolkovo Moscow School of Management are planned to be created.

Residential buildings, public buildings, premises occupied by research institutions, service enterprises - all this should be within walking distance. In this case, the housing will be low-rise. All this is necessary to create a psychologically more comfortable environment.

The complex will include a network of parks and other public spaces. It is planned to build congress centers and cultural institutions around the main square. An institute of science and technology and a Technopark will also be erected in Skolkovo. A little further along the boulevard, residential quarters, service enterprises and recreation areas for the residents of the complex will be built.

For communication with Moscow there is a road about 5.5 kilometers long. You can also get to Skolkovo by electric trains from Belorussky and Kievsky train stations. Inside the innovation center itself, in addition to roads for public transport, a large number of bicycle and pedestrian paths are provided.

Ecology is of great importance. Skolkovo will use the so-called renewable model, with the help of which the waste should be recycled and disposed of locally to the maximum extent. It also provides for the widespread use of renewable energy sources that work with solar panels. It is planned to receive about 50% of the required energy.

Taking into account the fact that the implementation of Skolkovo projects will require highly qualified foreign specialists, the Russian government adopted a special decree facilitating the registration of such persons. A foreign specialist entering Russia to find a job will be issued a visa for up to one month, and upon employment - a work visa for up to three years.

To facilitate the tax regime and stimulate scientific developments, the State Duma of the Russian Federation on September 21, 2010 adopted in the third final reading a package of documents providing significant tax benefits for participants in Skolkovo projects. On September 28 of the same year, President D. A. Medvedev signed the law “On the Skolkovo Innovation Center”.
