The exceptions are veterans and participants of the Second World War, persons living in the same apartment with patients whose diseases are dangerous and disabled people who fall under the list of the Ministry of Health and Social Development of the Russian Federation.

If your family is on the waiting list for social housing, then you are eligible to apply for a housing improvement grant. The amount of the subsidy is different in each constituent entity of the Russian Federation, it is revised annually taking into account the rise in prices on the real estate market, but in any case it cannot cover all the costs of purchasing housing, but it is quite possible to improve their living conditions due to the allocated subsidy.
