The Federal Migration Service of Russia (FMS) is an executive body that implements state migration policy and functions for supervision, control and provision of services in the field of migration.

The FMS began to operate in January 2006, uniting the subdivisions of the passport and visa service of all municipal authorities, i.e. if you want to apply with a request to the passport office, you should submit it to the FMS by territoriality (place of residence).
A request to the FMS can be sent by a citizen of the Russian Federation, residing on its territory or outside Russia, by completing a written application submitted in person or through a legal representative.
When preparing a request, observe the basic requirements of the applicant, which are regulated by order of the FMS of Russia dated February 03, 2010 No. 26. This is the correctness and reliability of the information specified in the request, a clear structure of the presentation, and the completeness of the data provided.
When making a request, find out from the telephone directory or via the Internet the location of the territorial FMS: detailed address, zip code (if the request is sent via mail).
In the upper right corner on an A4 sheet of paper, write to whom the document is addressed. If you do not know the data of the head of the territorial FMS, just indicate "to the Head of the FMS for the __ region in the __ district." After that, do not forget to write your details and means of communication: phone number and home address.
